What is "Tilt all targets" and "Use keys to the right"

Sorry for my confusion, I cant make sense of tow "features" in the target editor.

What does "Tilt all targets" do/should do?
How do I move the whole target up/down and left/right?

Tilt is a global change, where the overall curve gets steeper or flatter, depending of which way you tilt. There is no global up/down or left/right. But for the single point that is active, you can move it around in small incrementsnusing the arrows.

Appologies, but still not clear at all.

UI says "use keys to the right". Which keys? To the right of what?
The checkbox "Tilt all targets" does not seem to do anything in the target editor.
Last, not sure what the 2 gray and 2 yellow arrows should indicate.....
 
The "keys" to the right are the blue and yellow arrows.If you left mouse click on one of the blue ones, the target globally moves up or down. Click on either of the yellow ones and the target slope will change while the target moves slightly up or down. Use the blue arrows to position it where you want.
