When measuring and setting up two channel speakers, is it best to measure and adjust one speaker at a time for balanced volume amongst the drivers or to measure both speakers at the same time. The reason I ask is when each individual speaker in balanced and then both speakers are measured together, the bass frequencies are slightly additive (30 hz to 400 hz) while the higher frequencies don't exhibit the same tendencies. The lower frequencies increase by about 4db. What is the proper method?

To bear in mind what you have written when setting the levels. If you tune each driver to 87 dB, for example, then the combined bass will be 90 dB. I think it should sound good. If you don't like it, make each bass 84 dB. Then all together will give an even level of 87 dB.

Do both, or actually all three. Measure L, R, and L+R
