From the measurements it looks as if you may have 'measured' with the outputs muted for a noise floor reading, that isn't a reliable way to capture the noise floor. To get a noise floor capture tick the box on the Measure dialog, you can view it on the Distortion graph. It provides an indication of where distortion readings cannot be reliably distinguished from background noise, but doesn't really have any bearing on EQ choices. Base your corrections on audibility, there's no point applying filters in regions where the output has already dropped to low levels, you won't hear any effect from them.
