I am new to REW but not to measurement systems. I am using the Umik-1 USB mic. I have my preamp generating a pink noise since I do not have easy access to plug in an audio cable from my laptop for test tones. When I play the pink noise the SPL meter in REW and my SPL meter (calibrated SPL meter from Galaxy Audio) have the same reading, so I know that the Umik-1 in REW using the SPL measurement window are in agreement.

When I plot the measurement by clicking "SAVE" from the RTA window, the measurement plots just fine but the db scale is way off, too low.

This does not look correct! The plot should at least be close to the SPL but is easily 20db LOWER!!!

The SPL figure is the total rms level summed across the frequency band. The RTA is plotting levels within each RTA bin or, for spectrum, each FFT bin.
