OK, it seems it was the smoothing option upon export. If I set it to anything but the 1/6 through 1/48 smoothing I get the full phase response. I didn't need the smoothing anyway. If anyone else is getting hung up on it like I was just remove all smoothing at export. Smooth it on the other end.

Using REW v5.19 When I am exporting a measurement as a txt file the phase is only reported for the first part of the file and then "?" are added for the rest. Unwrapping the phase doesn't help either. It just changes the values over the same spread. Say from 500 to 20K I get phase data up to...
