Reinstalling Windows 10 yielded no results

The program is being installed normally, but an error appears on the screen at startup. The Measure icon is not active. Yesterday I spent the whole day dancing with a tambourine around this installation - I changed folder permissions, replaced the existing DLL file with a newly downloaded one...
