Yup, its the locale thats causing it. Tried switching back and forth few times to confirm that its reproducible. With US localle it works fine, and im using Macedonian. Since you tried others with comma delimiter and couldnt reproduce it, maybe the alphabet being Cyrilic has something to do with...
